DC projects have almost always impressed me with their professionalism. Then again, I speak a foreign language and we tend to have more skills in that area than the people who can fire us. But I have never experienced any of the nastiness or pettiness that seems pervasive in Tom's world. Is is a New York/DC work ethic thing - is the labor pool just so badly adjusted up there such that managers act like lunatics to keep the whiners down?
